Training program for utilities:

Until 2017, the programme focuses on scaling-up and institutionalization of training materials and training operation. The experience gained from 10 years of working on a national and provincial level implementing capacity development activities for wastewater utilities have been documented in the form of TOT (Training of Trainers) training modules.

To make those trainings available on a national scale for ALL water and sewerage service provides, the WMP is working with the Vietnam Water Supply and Sewerage Association (VWSA). VWSA will offer trainings to its members on a long-term and sustainable basis. WMP thereby also works together with the German Water Partnership (GWP) to support VWSA in this task. The approach for sustainable capacity development is to support the training programme in three pillars:

- Developing training modules

- Conducting training of trainers (TOT)

- Supporting VWSA to roll-out training to all wastewater and drainage utilities.

Targeted beneficiaries of the training program are staff, professionals or individuals who need additional knowledge, who generally have graduated and are working in the wastewater sector. It is planned that by December of 2017, a training programme could offer it services for 750 persons from wastewater and drainage utilities through-out Vietnam. The training will cover all aspects of the sector, such as institutional & organizational, financial and technical matters.  

Training workshops for stage management at provincial level:

Provincial governments and local service providers face challenges in the implementation of the new Government Decree 80, for example, such as the preparation and approval for provincial regulations for drainage and sewerage management, provincial tariff roadmaps for operation and maintenance (O&M) and cost recovery and performance-based management contracts between the asset owner and the service provider.

The programme offers tailor-made training workshops targeting leaders and decision makers who work in the Government organizations governing the wastewater and drainage sector at the provincial level. The purpose of these workshops is to improve the understanding and awareness of decision makers in the wastewater and drainage sector of the regulatory framework and operational implications of the implementation of the above mentioned regulations.

Coming training events in the next months:

The TOT is divided into two major parts. The first part consists of 4 Trainings of Trainers (ToTs), which are scheduled from 7th-12th December 2015; 11th-16th January 2016; 14th-19th March 2016, and June 2016 respectively. The goal is to train a group of selected participants didactically as well as methodically and enable them to work as trainers in the wastewater field.

The second part consists of three financial training workshops for people interested in teaching financial modules afterwards, which are scheduled in August, September and October 2016.
